Membership in the Coalition is open to all cities and regional authorities from the member states of the Council of Europe with a democratically elected municipal council.

Membership is not subject to a minimun number of inhabitants.

Membership of the Coalition is also be open to UNESCO in Paris.

Currently 104 municipalities from 22 European countries have joined the network and adopted the Action Plan.

The next Closed Member Session will be held in the context of the 2011 General Conference in Ghent on 23 November.
